City, County and State

• Created the new Minnesota Office of Emergency Medical Services (OEMS) in 2025 to prevent fraud, centralize oversight and efficiency for emergency medical providers across the state.

• Co-Chaired of the Legislative Task Force on Emergency Medical Services: “Our neighbors deserve quality emergency care when seconds count.” Legislative News and Views, December 8, 2023.

  • My Bill led to $30 million to stabilize ambulance service, particularly in rural Minnesota
  • Innovated a “sprint” program, which launched in January 2026, to get EMTs to the scene even quicker (HF 4738; 2024 Laws, Ch. 122). Passed with strong bipartisan support.
  • The task force also uncovered fraud and lax oversight, leading to the creation of the new state agency OEMS.

In March 2025, I attended the ribbon-cutting ceremony for a new unit of the Dakota County Jail, specifically designed to support inmates facing mental health and addiction issues during their incarceration, helping reduce recidivism and improving public safety outcomes for our communities.

As one of the first facilities of its kind in the state, this new unit sets a new precedent for other counties to follow. This initiative not only benefits the incarcerated, but also strengthens our community

• Saved Rosemount taxpayers’ dollars by partnering with local industry to secure land for Rosemount’s new Police and Public Works Campus which opened in Spring 2025.

• $25 million to renovate the Rosemount Readiness Center to train National Guard and law enforcement

• Bonded $12 million for Byllesby Dam upgrades

• Bonded $500,000 for energy efficiency upgrades

• Returned $145 million of tax-payer dollars to Dakota County (Dakota County Newsletter Fall/Winter 2023). $96 million for Highway 13 $31 million for County Services $6 million for Crisis and Recovery Center $5 million for Veterans Memorial Greenway $5 million for Minnesota Greenway $2 million for Thompson County Park

• $26 million increase for Dakota County in Local County Aid

• $2.2 million to improve the interchange at Highway 52/County Road 42

• $2.2 million for Highway 3 roundabout at the Rosemount High School entrance

• $13.7 million capital investment in the Minnesota Zoo (2025)

• $18 million for the Minnesota Zoo, including funding for the Tree Top Trail

• $24 million for construction improvements to the Rosemount Readiness Center

• $92 million for the University of Minnesota – Twin Cities campus chemistry teaching lab

Fighting Fraud:

• Created an independent Office of the Inspector General
• Added 17 inspectors to the Medicaid fraud unit at the AG’s office
• Upgraded obsolete computer and software systems
• Passed a 100% tax on fraudsters equal to the amount stolen from Minnesotans
• Improved training to reduce errors in SNAP administration
• Amended and enhanced verification and oversight authority at DHS
• Passed Bill to use data analytics to detect patterns of fraud
• Banned crypto-currency kiosks used to defraud Minnesotans
• Amended Retail Theft statute to fight gift card fraud

Helping Families and Supporting Education:

• Reined in abusive HOA practices and mandated transparency and accountability
• Increased Homestead Property Tax refund
• One year relief on vehicle tab renewals
• Removed barriers to Happy Hour social connections for our Seniors
• Protected young people from social media harms through age verification and parental controls.
• Banned nudification software, protecting everyone, especially teens and children.
• Approved “Knoxboxes” giving emergency access to schools
• Vehicles must stop when red lights are flashing on a school bus
• $51 million for Rosemount-Apple Valley-Eagan ISD 196 for 2024-2025 and 2025-2026 school years
• Stabilized future education funding indexed to inflation
• Invested in reading, special education, and literacy programs
• Created a teacher apprenticeship program
• Mental health support to hire school counselors, social workers, and nurses
• Breakfast and lunch for all students
• 5,200 new Pre-Kindergarten seats statewide

• $437,838 investment in Apple Valley Village Health Care Center in 2024
• 100% clean energy standard by 2040
• Investments to root out forever chemicals in drinking water and lead pipe replacement
• Stabilized Hennepin Healthcare HCMC, without raising taxes
• Created a Hospital Stabilization Reserve Account
• Green rebates on e-bike and home electrification purchases
• $9 million for Minnesota’s parks and trails
• $777 million (2025) for Outdoor Heritage Fund, Clean Water Fund, Parks and Trails Fund, and the Arts and cultural Heritage Fund

Safer Communities

• Created the new state agency Office of Emergency Medical Services setting uniform standards, licensing, and certification for providers while supporting the safety, well-being and training of these extraordinary men and women.
• Innovated the Sprint program to speed emergency medical services in rural communities, which launched in January 2026, greatly reducing response times in Greater Minnesota
• Eight new police officers in Eagan (2), Rosemount (3), and Apple Valley (3) thanks to programs funded by the surplus
• Enhanced penalties for impersonating law enforcement officers
• My Bill to require the removal of official decals and markings from vehicles sold to the public is now law.
